Yes. You move up or down from the console, and the new plan applies from the next billing period. Nothing is lost when you move down: your stores stay published, and only the features your new plan does not include are held back.
Your stores stay in the console and their data is kept. They stop being published to shoppers, and you can start again as soon as you pick a plan.
No. The plan price covers the platform. Payments and delivery are billed to you directly by your own payment and delivery providers.
